The chamber training committee headed by Dr. Mohamed Mehrem implement successfully the second course in the (Integrated Program for middle management) entitled (successful manager and decision-making) in collaboration with the Profile for consulting and management training Co. at the Alexandria Chamber of Shipping during the period from 12th May 2013 until May 15th, 2013 delivered by Dr. Tarek Elyas , an expert in administrative communication skills and human development. The course was attended by 21 trainees from the following companies:

(Ship& Crew – Etamco – Hamburg Sud Egypt – Madleavant for Shipping – Marine for shipping Co.)

During the course, Dr. Elyas discussed the process of solving problems with different situations, the Twenty commandments to become creative in problem solving, problem analysis and solutions planning, making decisions, decision-making processes assess, 10 administrative situations in decision-making, the role of the administrative information systems in decision-making, how to develop your creative abilities, how to be creative and the constraints and obstacles facing innovation). The course also includes some discussions and practical situations (realistic case studies) by dividing the trainees into working groups. At the end of the course Dr. Tarek Elyas and Mr. Atef Negm, the Manager of Profile thanked the attendees, the chamber chairman, board members, the head of the committee as well as the administrative staff. Profile Co. gave the chamber a shield with their logo. Then they distributed the certificates among the trainees and promised to announce the dates of the upcoming course in turn.

Due to the great  success of  (Effective marketing in light of the current crisis and market recession) course  and the outstanding performance of Dr. Tarek Elias, the social intelligence course was held in the period from November 11,2012 until November 14, 2012 at chamber. The course was highly demanded by the members, where 30 trainees had joined the course. At the end of the course, the participants asked for implementing other courses as time management, risk management and presentation. This brought the idea  of implementing integrated Diploma  including from 3 to 4 special programs to develop the skills of middle management as the trainee obtain a certificate stating his presence and success. It was agreed to implement this idea at the beginning of the year. At the end of the meeting, Dr. Mohammed Muharram thanked Dr. Tariq Elias and gave him an extradition certificate and certificates were distributed over the trainees.

Meetings of the Executive Committee and heads of committees

As a result to the meetings that have been held at the chamber with the heads of committees to gather the constraints faced by committees members , the executive committee held a meeting that gather the heads of the committees with Adm. Fathy Taha, vice-chairman of Alexandria Port Authority on Monday, 31/12/2012 at 11:00 am at the authority headquarters. The meeting was attended by:
Captain / Magdy Tawfik ,head  of the Shipping Agencies Committee
Mr./ Magdy El Bandarawy, head of the Customs Committee
Captain / Mohammed Sharaf, head of the Marine Activities Committee
Mr. / Mohammed Antably, head of the Multimodal TransportCommittee
Captain. Magdy presented and discussed the issues concerning the shipping Agencies. The most important issues were the working hours of the passport office in Dekhila port to be extended for 24 hours a day, where it was agreed with the Passports section manager on this. The second issue was the Quarantine Office within Dekhilaport and it has been agreed to reactivate the office.
They also discussed the issue of the lack of guides for big shiploads, Adm. EmadAuisha, head of the traffic sector stated that the reason for the shortage of guides is the retirement of workers and some workers will be promoted to fill the shortage in this category.

Captain. Magdy Tawfik declared  that the announced port draft differ from real  port draft and especially  dock 94-4, Adm. EmadAuisha ,head of the traffic section, the problem still persists and the port is being surveyed and dredged to return the draft to what it was.
With respect to thefts inside the port, Adm. Fathy Taha stated that the coordination is being in progress with the Port Police to stop the theft and that he cannot give them a promise to solve this problem completely because of the bad security situation of the country now.
During the meeting, they also discussed the extension of the vessels travel permits expiry date to be 72 hours instead of 24, where Adm. Fathy Taha and Adm. Emad Auisha declared that this issue should be discussed with the Maritime Safety Authority. Also the issue of the payment of fees related to resolution No. 430 in advance by the vessels shipping agents instead of container lines shipping agents. In this concern, Adm. Fathy Taha said that the authority has implemented a ministerial decision in this regard and there is no way to change it except with a new ministerial decision to cancel the first one.

Eighth meeting of the Board of Directors of ACS

On Monday, 01/14/2013, the chamber board of directors headed by Eng. Ahmed El Akkad held  its eighth meeting in the presence Mr. Khaled El Bahtimy, Chamber Vive- Chairman, Eng. Fathallah Abdul Aziz , the  General Secretary, Mr. Waleed Badr, the Treasurer, Ms. Huda Tahyo, Eng. Mohamed Hassan Abd El Kader, Mr. Bassem Zian, Adm. Fathy Taha and Captain Tarek Shahin, the board members. The meeting also attended by representatives of Deeb Bureau (Chamber Legal Consultant); Mr. Hisham El Deeb and Mr. AsimNussier.  The attendees discussed the issue of the Master Class Workshop -Agency which will be held in coordinating with the BIMCO from November, 27th to November 29th, 2012 at the Four Seasons Hotel. This workshop will be organized  by a committee includes Ms. Huda Tahyo, the board member, Dr. Mohammed Muharram , head of the Training Committee and Mr. Osama Adly Abd El Muty. During the workshop, a number of the chamber members and non-members will participate in addition to 5 people from outside Egypt. On the other hand, the attendees hailed the  program and the profits which will be gained from it as well as the page that was created on the chamber website to facilitate access to all the information and the possibility to participate.
Eng. El Akkad discussed Ms. Huda Tahyo the possibility of implementing these programs with other international bodies such as Lloyd’s Education and Arab Academy for Science, Technology and Maritime Transport because the chamber is about to agree on a joint cooperation agreement with BIMCO organization in order to provide programs for creating and developing cadres to the current market. Also it has been proposed that the study and implementation of these programs will be coordinated through the Committee.
Mr. Khalid El Bahtimy pointed out to the executive committee meetings that have been held for the committee heads in order to present what has been accomplished by each committee , also they was asked to provide the constraints of each committee separately and collected and sent to Adm. Fathy Taha , the boardmember and Vice Chairman of Alexandria Port Authority, where a meeting was held with the Heads of committees and heads of sectors on Monday 31/12/2012 to discuss and find solutions to the obstacles presented..
Mr. Waleed Badr, the chamber treasurer and the supervisor of issuing the newsletter stated that the annual version of the newsletter will be issued soon in cooperation with Mr. Islam Metwally, from Business Media advertising in accordance with the contract signed between the parties and it will be well revised before printing. He also presented a PowerPoint presentation about the updating of the chamber and has suggested the possibility of developing a password & username for the he members to access the site and have all the information.In addition to a space at the top and bottom of the page for advertisement and arranging the names of member companies alphabetically.
The committee discussed the chamber membership application and the conditions to be met in the member in accordance with the chamber administrative regulation. The task of reforming the application was assigned to the Legal Consultant (Deeb Bureau) in order to prepare a draft and present it before the chamber Board of Directors where the maritime transport sector is developing a proposed amendment to the resolution No. 30 for the year 1999 concerning the sector supervision over the chambers of shipping operating within the ports authorities and develop a unified regulation to work within the ports authorities.
Mr. Ahmed El Akkad introduced a report about the meeting with the Oxford Company as well as the proposed convention. In this concern, he formed a committee from the board members as follows: Mr. Khalid El Bahtimy, Mr. Fathallah Abd El Aziz, Mr. Walid Badr, Ms. Huda Tahyo, Eng. Mohamed Hassan Abd El Qader with Mr. Assim Nuseeir, the chamber legal consultant to study and prepare a legally draft and hold meetings with the company once agreed on the text of the Convention.
On the other hand, Eng. Fathallah Abd El Aziz, the General Secretary was asked to send a memorandum to Adm. Fathy Taha to be presented during the meeting of the Standing Committee for the implementation of Presidential Decree No. 110 of 2000, including the obstacles and problems facing the members of the marine activities committeewhich are mentioned in the memorandum presented byCaptain.       • On Sunday June 2nd , 2013  at the club Syrian, Alexandria Chamber of Shipping headed by Eng. Ahmed El Akkad a consultative meeting under the auspices of  the Egyptian Maritime Transport Sector and the Alexandria Chamber of Shipping to discuss the resolutions and recommendations of the Supreme Council of ports with respect to “removing the  obstacles to maximize the development of the maritime transport national fleet “, in the presence Adm. El Sayed Hidayat, Head of the maritime transport sector and  some representatives of the maritime transport sector as well as Adm. Ahmed Sharaf ,Chairman of the Port Said Port Authority,  Adm. Ibrahim Fulayfel ,the head of the Safety Authority, Captain. Mohammed Hamdy, the head of the Union of Ship-owners. The meeting was attended by Eng.Fathallah Abd El Aziz, the Secretary General, Mr. Walid Badr, the Treasurer, Eng. Mohammed Hassan Abd El Kadir, and Captain. Tarek Shahin, the board   member as well as representatives from the Arab Academy for Science, Technology and Maritime Transport and representatives of the French and Englishsupervisory bodies, a number of attorneys who specialize in maritime transport issues with member companies also some companies participated such as Mahoney, Pyramid and Maersk as sponsors of the meeting, which was followed by dinner.

Customs Committee Meeting

Customs Committee

On Sunday, 10.06.2012, the customs committee held a meeting to discuss the recent customs decisions and business. The head of the committee mentioned what was discussed at the meeting, which was held on Sunday, May 20th, 2012 at the chamber and what has been done concerning the issue of the neglected containers in the port and the actions had been taken in this regard in the presence of representatives of the Alexandria Port Authority and the Customs Authority inside Alexandria and Dekheila ports as well as Alexandria container Handling Co. the attendees also reviewed  the problems faced the shipping agencies in dealing with customs, where all the attendees asked for developing a clear publication about the transit and transited goods and review publication No. (10) Procedures, which issued by the customs authority in this regard. The attendees as well discussed the issue that the customs authority is not currently implementing the risk management and not using the green Line because of the smuggling.

Marine Works Meeting

On Tuesday 19/6/2012, the Marine Works Committee held a meetings to discuss the constraints collected by the committee members concerning what they face from the routine and bureaucracy in their dealings with the companies operating in Egypt ports as well as the sector supervisory bodies plus the requirements and procedures required in all ports to obtain daily,weekly, monthly or annually permits such as the certificate of criminal record, security verification,insurance….. Etc. They also discussed the problem of the differences in the value of customs duties for port entry that vary from port to another. The attendees demanded the validity for the port entry permit to bepermanent for all activities for all the companies and workers operating in the ports. The workers has been divided within companies into two types: permanent employment and temporary employment

Moreover, they discussed the problem of the validity of theactivity licenses in Alexandria asit is notapplicable in other ports and determine its duration so the companies must provide new fees and procedures annually.Consequently the attendees asked that the activity licenses to be permanent and valid unless the company stopped the licensed activity or announced itsbankruptcy.

Marine Works Committee

The first meeting was held for the Marine Works Committee headed by the Captain of the Chamber / Mohammed Sharaf to date and discuss the Suggestions of the Members for the Committee’s work plan. He referred to the importance of the presence of members of the committee meetings to participate in the consensus.

Mr / Samir Abu kharbia was selected by Egyptian Warehouses Company as Vice-President of the Committee   for studying the problems of the Committee members in the absence of Chairman of the Committee entrusted with the work of the Commission, and that for the speed and ease of the work, and Professor / Said Said Tayel of the Egyptian Company for Supplies and marine has chosen to  works as Rapporteur of the Commission.

On Monday, 05/28/2012, the trainees of the coursebasic skills for executives” received their certificates in the presence of Eng. Ahmed El Akkad, the Chamber Chairman and Dr. Mohammed Muharram, the head of the Training Committee wishing all the trainees all the best. The trainees expressed their gratitude from the course and its presenters because of its good effect in practical life.

The head of the committee asked the trainees to participate in the committee meetings and provide us with their training needs to be implemented within the action plan.

On Tuesday 09/11/2012, the Training Committee headed by Dr. / Mohamed Mehrem, held a seminar for companys’ executives and human resources staff at Alexandria Chamber about  (the importance of training and its role to improve the employees). Dr. Abd El Moneim Hafez (International expert in Human Resources and Training Affairs) gave a lecturer about importance of training for employees and he presented and explained best practices of companies inside and outside Egypt, which focused on the areas of training. At the end of the seminar, there was an opened discussion to answer inquires facing workers in the work environment.

On 25.12.2012,the Chamber Board of Directors with its new its formation headed by Eng. Ahmed El Akkad held its first meeting with the shipowners to listen to their views. Eng. El Akkad mentioned the meeting which was held at the morning of the same day, with the Head of the Maritime Transport Sector regarding the position of the Egyptian fleet. He presented a memorandum mentioning the proposals that enables the raise of the fleet efficiency in line with Egypt’s maritime position as well as the national interests.

The attendees discussed as well the improving of the level of maritime labor to get out qualified cadres for the advancement of ship repair industry.

Eng. El Akkad pointed out the importance of participation and presenting the point of views during meetings that have been rescheduled with different specialties and will be activated during the next phase as to be:

The chamber is thebasic communication channel between its members and other various sectors in the field of maritime transport, especially the Maritime Safety Authority, the maritime transport sector and Port Authorities

Need more positive participation from the members to exchange and present their point of views

Study legislation in the field of ships owningand their suitability and then propose required amendments

Alexandria port must be an attractive area for work, especially in the field of stevedoring through providing opportunities to gather exporters and importers to ensure = direct communication between the owners of the goods and the Egyptians carriers.
